The one stimulates increases in the other. Fewer freedoms for freedom loving American citizens leads to more civil disobedience which leads to greater efforts at repression. Greater government control leads to more protests.
Nobody can believe that it will take very long before police drones are armed with everything one can imagine in terms of lethal weapons. One only has to look at the military power of U.S. drone warfare in other countries to see the near-term police 'warfare' on the domestic population. 'Ka-boom' and an entire city block is reduced to rubble.
Police will be able to remotely fire on people in the United States from drones, just like the CIA fires on people around the world.
Mistakes will be made and apologized for. That person killed is now removed from the FBI most wanted list... repeatedly removed, again and again... "Uh oh" that must have been someone else killed in that last police attack on the picnic gathering in the park.
When it becomes 'open season' for domestic drone warfare, other issues and problems will become apparent.
Hospitals in the U.S. will soon be reporting what hospitals around the globe are already reporting, that people are going mad from the constant buzz of drones overhead and the fear of sudden death without warning. "Ka-boom" and suddenly half of my family is dead.
For one thing, non-lethal can be and often is lethal. The number of deaths and injuries that are certain to result from 'policing from the sky' will belie the 'non-lethal' descriptions. Again, these injuries and deaths will lead to more protests which will lead to greater repression... and more drones.
We've already had near misses between airplanes and drones in U.S. airspace. Airplanes used to fight wildfires have been grounded because of the danger caused by drones flying in the area. A few airliner crashes with mounting passenger deaths will also cause protests, resulting in more repression.
North Dakota is first. Your state will be on the follow-up list. Soon, every state will have have police drones flying over-head, armed with whatever weapons are 'necessary' to maintain 'law and order'.
For the ordinary citizen, try to have health insurance that covers psychological trauma and wear ear-plugs when you attempt to sleep at night.
